 Abstract 

Background. The analysis of the relationships between person and state is a well-known topic for research. However, their consideration and study most often occur from the viewpoint of a person's position, his/her legal status in these relations. The position of the state remains a less studied topic, but of greater interest, since the historical and modern events and the development of scientific legal thought require a new understanding of the concept of "state", its legal status in relations with a person. Particular interest is paid to constitutional duties of the state and their fulfilment due to the fact that the activities of the state and its effectiveness directly affect the lives of citizens. The study aims at considering the concept of "constitutional duties of the state" and subjects of their fulfilment. Materials and methods. To achieve this aim, scientific works in the field of constitutional law on the legal status of the state and its legal capacity, the provisions of the Constitution of the Russian Federation and acts of the Constitutional Court of the Russian Federation, as well as statistical data on the effectiveness of state authorities are examined. The methodology of the study is based on a set of general scientific and private scientific methods of exploring phenomena and processes, including such methods as materialistic, historical-legal, systemic-legal, comparative-legal and others. Results. Within the study, the definition of constitutional duties of the state is given; the subjects of their fulfilment are described. The main problems in the activities of state authorities related to performing state functions are also studied; the major challenges requiring attention and amendment are presented. Additionally, modern relationships between the state and its citizens are assessed. Conclusions. The conducted study shows the need for further development of the concept of constitutional duties of the state, as well as increased attention to the activities of state authorities as the main subject of their fulfilment, while the quality of constructing the entire system of executive authorities requires further examination, since the current situation should be gradually improved and the administrative apparatus should be optimized.
